JU allegedly flouts recruitment norms, wasn’t interview results were sham

Financial advisor’s nominee, ‘ineligible’ registrar among members of syndicate selection committee
JAMMU: While the controversy of appointment of ‘blue-eyed’ registrar was yet to settle down, the Jammu University authorities have landed into another soup by allegedly including nominee of Financial Advisor and an ‘ineligible’ registrar among the members of the Syndicate Committee to conduct interviews of various aspirants.
As per reliable sources in the Jammu University, the posts of Campus Development Officer, Assistant and Deputy Registrars are also being filled up in a hurry before October 31, the day when Jammu and Kashmir comes into existence as Union Territory, only to appease the close aides of the vice chancellor Prof M K Dhar.
Sources further added that the Jammu University has flouted the recruitment rules by including ‘ineligible’ registrar and nominee of financial advisor instead of Financial Advisor to Universities (Arun Kumar Mehta, Financial Commissioner to Government, Finance Department, J&K), which means Persona Non Grata automatically implies on interview committee.
Sources however, added that whereas there is no provision under statutes for nominee to top it all, adding, “the member of syndicates nominated by the Vice Chancellor to work on selection committee was not a member of JU syndicate.”
“The nominee of Financial Advisor ceased to be the member of JU Syndicate when he ceased to be the member of Kashmir University syndicate,” they added and said that the KU syndicate was reconstituted and a meeting of newly constituted syndicate has also taken place about ten days ago.
Sources revealed that more than 30 candidates had applied but only five of them were taken through ‘backdoor’ to whom, it was already decided to give benefit under career advancement scheme.
“Surprisingly, the Financial Commissioner put his foot down and upheld the ruling of alleged fraudulent selection process with pre fixed result,” sources maintained.
Sources added that the results of the selection process were when declared were as it was apprehended, adding, “the results raised eyebrows over the ruling of the syndicate committee as only five internal candidates were selected.”
“Was not the interview process a sham,” they questioned further asking that how were all the candidates from state and other universities rejected.
Meanwhile sources also said that the ‘self styled’ Registrar of the Jammu University, said to be an ‘ineligible’ and right hand of the Vice Chancellor, conducted the interviews for the posts of, Campus Development Officer, Assistant and Deputy Registrars in a hurry before Oct 31, which have also come under the scanner.
“The office of the Governor, who is also the Chancellor of the University, should have issued instructions for not conducting interviews till Oct 31 and unless eligible registrar was appointed in the selection committee as also till the roster was applied and advertisement issued accordingly.”
Sources further added that interview was conducted on October 25 only to appoint and accommodate the close relative of a senior Congress leader and a prominent lawyer of Jammu and Kashmir.
However, demand to postpone interview and cancel the appointment, was also raised in one voice from different corners.
Pertinent to mention here that on October 25, Ambedkar Sena has appealed to the Governor to immediately stop the interviews process for appointment of Deputy Registrars in the University of Jammu and ensure justice to SC/ST and others reserved categories.
Tarsem Khullar, President Ambedkar Sena (J&K) accompanied by Ramesh Samral Raj Kumar and K L Attri said, posts of Deputy Registrars in the University of Jammu are being filled under open category.
He said, there are 9 positions of Deputy Registrars out of which 4 have already been filled under open category. Now 5 vacant positions are being filled tomorrow again under open category without applying roster.
Pertinent to mention here that these posts stand advertised under open category on July 3, 2017 more than two years ago.
The strange part of the affairs is that the Registrar is part of selection committee despite his ineligibility as also having come under the scanner of Raj Bhavan.
According to sources the Financial Advisor A K Mehta is also part of the selection committee and VC was exerting pressure on him to come but due to his busy schedule he sent his nominee director codes Shadi Lal Pandita.
Needless to mention that there is no provision for having nominees in the selection committee under university statutes and Act. Presence of a junior officer suits the VC as he can get his blue eyed adjusted. Perhaps that’s why he insisted on the interviews at this juncture.
