7093 villages in J&K, Ladakh to be covered under ‘SVAMITVA’ scheme by 2023-24

JAMMU: In a significant move to provide the ‘record of rights’ to village household owners in rural ‘Abadi’ areas and issuance of Property Cards, as many as 7093 villages including 6850 in the Union Territory (UT) of Jammu and Kashmir and 243 in the UT of Ladakh will be covered under the scheme Survey of Villages and Mapping with Improved Technology in Villages Areas (SVAMITVA) scheme by 2023-24.
SVAMITVA is a Central Sector Scheme launched on April 24, 2020. The scheme started in 2020-21 with an outlay of Rs79.65 crore on a pilot basis by providing funds out of Rashtriya Gram Swaraj Abhiyan (RGSA) scheme by way of re-appropriation.
It enables monetization of rural residential assets for credit and other 47 financial services. The scheme is being rolled out all across the country over 2021-22 to 2023-24. A sum of Rs 200 crore has been proposed under this Scheme for 2021-22.
Sources said SVAMITVA Scheme is being implemented in States of Haryana, Karnataka, Madhya Pradesh, Maharashtra, Uttarakhand, Uttar Pradesh, Punjab, Rajasthan and Andhra Pradesh in the Pilot Phase of the Scheme.
They added that despite various challenges encountered during implementation of the scheme viz. availability of sufficient drones, bad weather conditions such as fog, floods and high winds etc., Panchayat elections in few States, restrictions imposed due to COVID-19 pandemic, paucity of field level manpower, the States and Survey of India worked enthusiastically for achieving the targets.
Sources further said the Ministry and Survey of India worked closely to develop the Drone Ecosystem in the Country. Drone flying has been completed in nearly 24000 villages till date.
The Parliamentary Standing Committee had also enquired about the benefits of the scheme. It was informed by the Ministry of Panchayati Raj (MoPR) that the scheme aims to provide record of rights to village household owners in rural bodies areas and issuance of property cards.
Pertinently, the Prime Minister launched the physical distribution of Property Cards/ title deeds in 763 villages of Six Pilot Phase States, providing Property card/title deeds to 1 lakh Property Owners. Some of these had interacted with the Prime Minister on October 11, 2020 through Video Conference.
However, the Srinagar District has attained the distinction of being the first district in the country to achieve 100 percent saturation under SVAMITVA Yojna in April this year. The district was successful to achieve 100 percent Property Cards generation/distribution to the landowners. Furthermore, through Aapki Zameen, Aapki Nigrani any landholder can view his/her land records online without the need to visit any office physically.
