Treasury Officers to entertain only Government receipts/contra credit bills, no other bills without prior permission

Officers not to leave Treasury unless debit notification received from RBI

JAMMU: As the Financial Year 2022-2023 is going to end on March 31, the Treasury Officers shall entertain only Government receipts/contra credit bills and no other bills shall be entertained without the prior permission of Finance Department.

“Payments authorized on last date of Financial Year 2022-2023 i.e. March 31, 2023 shall be processed well in time to avoid last minute rush on various applications,” official sources said adding the Treasury Officers will not leave the Treasury unless successful information regarding acknowledgement approved, debit notification is received from RBI.

The Civil Secretariat Treasury and Treasuries of Jammu District shall remain open on March 29 for conducting Government Business.

The Finance Department has directed  the treasuries of Union Territory of J&K that the Last date/time for receipt of claims for disbursement at treasuries for the fiscal year 2022- 23 shall be March 29, 2023, 1 pm.

Treasury Officers will not entertain any bill/claim for payment after 1  pm on March 29, 2023 and submit the liability by 4 pm to the respective Regional Directorates. The DDOs are advised to plan their bill presentation accordingly at respective treasuries. The DDOs shall also put in place necessary arrangements and remain in touch with the Treasury Officers till acknowledgement is received from RBI on March 31, 2023.

Revenue receipts shall continue as usual business and JKPAYSYS shall remain operative on March 31, 2023 as well for generation of Government receipts/contra credit bills through cash/book adjustment like electricity bills, work charge bills, generation of e-challan etc. DDOs are advised to generate only book adjustment bills on JKPAYSYS after cut off date and time and submit to the treasury for contra credit. The Treasury Officers are directed to entertain only Government receipts/contra credit bills and no other bills shall be entertained without the prior permission of Finance Department.

All the Treasury Officers have been directed to adhere to the instructions strictly, official sources stated.

Any information regarding acknowledgement rejected, return notification for the payments processed on last day of Financial Year i.e. March 31, 2023, (if any) from RBI is communicated to respective DDOs/ NIC well in time for corrections/ rectifications.

A Government Order, in this regard, has also   been issued by Director General Accounts & Treasuries Mahesh Dass.
