KAS officers take driver’s seat in administrative set up

JAMMU, SEP 8: With 12 districts out of 22 being headed by KAS Officers, PDP-BJP government has preferred Kashmir Administrative Services (KAS) over Indian Administrative Services (IAS) Officers to run district administration.
During the previous regime headed by National Conference, IAS used to be preferred than KAS while posting them on various significant posts including DCs. Not only this, respective state governments in Jammu and Kashmir have preferred male officers over female ones while deciding placements in Kashmir valley.
Out of 80 State Cadre IAS Officers, a dozen officers are on central deputation.
In 22 districts in Jammu and Kashmir, 12 KAS and 10 IAS Officers including two females have been running the administration in various districts.
A look at the administrative set-up of various districts in Jammu region explains that the 12 KAS officers who have been posted as DCs in various districts included Mohammad Younis Malik as DC in Anantnag; Nasir Ahmad Naqash in Baramulla; Sajad Hussain Ganai in Bandipora; Mohammad Harun in Budgam; Bhawani Rakwal in Doda; Gulzar Hussain in Kargil; Khalid Jahangir in Kupwara; Talat Parvez Rohella in Kulgam; Angrez Singh Rana in Kishtwar; Tariq Ahmad Zargar in Poonch; Ghulam Mohammad Dar in Pulwama and Tariq Hussain Ganai in Ramban district.
On comparative basis, among ten IAS Officers, two female officers Sheetal Nanda and Avny Lavasa have been looking after district administration in Samba and Leh respectively. Other DCs included Piyush Singla in Ganderbal; Kumar Rajeev Ranjan in Jammu; Ramesh Kumar in Kathua; Dr Shahid Iqbal Choudhary in Rajouri; Prasanna Ramaswamy G in Reasi; Mohammad Aijaz in Shopian; Syed Abid Rasheed Shah in Srinagar and Ravinder Kumar in Udhampur.
Not only DCs, the KAS Officers are holding many posts of Additional DCs and Sub-Divisional Magistrates (SDMs) in various districts.
Even in the list of 46 officers including 4 IAS transferred recently, five KAS officers were posted as DC and ADCs. Bhawani Rakwal, KAS, was posted as Deputy Commissioner, Doda while other KAS Officers including Rishpal Singh, has been posted as Additional DC, Kathua; Naseer Ahmad Wani as Additional DC, Shopian; Farooq Ahmad Baba as Additional DC, Baramulla and Fayaz Ahmad Banday as Additional DC Kupwara.
There are 80 State Cadre IAS officers and 512 KAS Officers in Jammu and Kashmir, official sources said. Out of 80, a dozen of State cadre IAS Officers are on Central deputation.
Some officers alleged that they have been posted on insignificant posts while their junior officers being given choicest plum postings ignoring senior officers.
The IAS officers further claimed that many KAS officers have been posted on very important posts, while ignoring the IAS officers.
The officers further claimed that the quota of IAS posts in the state was fixed and even the quota of Direct IAS officers and promote IAS officers was also fixed but despite that fixation of quota, some blue eyed KAS officers were preferred by government. Some blue eyed state cadre IAS officers have been securing plum posts one after another, in violation of transfer policy while some senior State Cadre IAS officers have been wasting their energy on less significant posts that too in violation of transfer policy.
